The hour lines have been corrected for both longitude and the equation of time. The sundial indicates clock time:
blue lines before noon, red lines after noon. The green line (lowest) is the transit time (local noon).

Choose view options.

Reading the time: The gnomon, attached to a movable top, and is set over the vertical line of the date. Then the cylinder is turned until the shadow is vertical and over the line. Read the time using the hour lines.
